MINDES Strategic Program
Managerial Intelligent Node for
Decisional Emergency Support
MINDES scope is the reserch and development of standard components
for intelligent decision-support nods of territorial emergency supervisory
and management networks. This RTD long-term program is the consequence
interdisciplinary experience of ENEA and takes part of the wordwide
Initiative of G7 (Global Emergency Management
Information Network Initiative).
The main objective of the program, in the frame of ERG-ING-TISGI
activities, is a contribution to the development of managerial
Decision Support Systems destinated for operators, supervisors and managers
of unexpected complex emergency situations in predefined physical domains.
Such type of situations is referred to high-risk industrial plant accidents,
industrial territorial disasters and natural calamites. Management of large-scale
industrial emergency is choosen as a testbed.
The program is a strategical integration of the ENEA's projects focused
on the development of various technological and research aspects of Intelligent
Decision Support Systems (IDSS) for emergency managers. It is focused on
the RTD of a flexible agent-based software architectures which may include
various function-oriented methods, procedures, knowledge-bases and reasoning
methods choosen according to the specificity of application domains.
Program, Project 22.214.171.124-F - IDA - Intelligent Decision Advisor,
of an Intelligent Decision Support System (IDSS) for industrial
emergency operators. A prototype of multi-agent kernel for Intelligent
Decision Support Systems for industrial-emergency managers is the objective
of the project.
The technology employed is based on: Multi-Agent intelligent framework,
Object-based ontology for problem representation, artificial reasoning
methods, planning strategies. The application of Object-oriented programing.
Rose, agent-oriented languages and personoids architecture have been
considered as a possible conceptual and methodological plataform.(1997-99).

- Study of the ontology and conceptual contexts for Integrated
Modeling of Hardware/Software/Human components for Plant Control Room Systems:
Methodologies for Safety and Reliability. Specific problems: methodology
of the design safery critical systems and human mental errors.
CIMA (Computer Intelligent Managerial Advisor) for High Risk Decision
Support, 1999-2001. The project is conducted
in frame of the Polish-Italian Bilateral Scientific Cooperation The project
is defined in the area of new systemic multidisciplinary approaches,
always more frequently requested for the solutions of complex real world
problems of the modern information society on its way to a sustainable
The CIMA project is focused on the integrated modeling
of reasoning processes in the managerial decision-making under high-risk
constrains. The cooperation should be a research platform and the
base for the expected common participation in EU or L212 projects focused
on the system definition and prototypal realization of multipurpose IDSSs
for high-risk decisions. A preselected Polish organization of the managers
should be proposed as end-users of a concrete IDSS.

Project TIGRE - planned (Technologies for Intelligent Guide in the Real-time
Emergency) . This international project proposal (Central Europe) should
be focused on the transfer and validation of the innovative IDSS
technologies for various concret industrial applications.
